Mark Wilkin is one of the very best painters of 28mm figures I know. The images, I think, speak for themselves. His figures can take up to six hours each to paint (but now, often much less!), and are sometimes modified or heavily converted as well. As a rule, he uses black undercoat under acrylics. Unusually, the metallic elements are burnished and washed, to great effect. Horses are painted in oils. Mark paints figures from many periods, but specialises in Napoleonics, and shares with me a fascination for the Black Brunswickers.
